Energy upgrades for South Whidbey schools are behind schedule

Upgrades and repairs to the South Whidbey School District?s buildings are already behind schedule. The state grant contract was finalized last week, which delayed work for energy audit company Ameresco Quantum and the sub-contractors.

?All the planning?s done, they have all the bids,? said Assistant Superintendent Dan Poolman.

Almost $1 million worth of work will be done this year, hopefully finished by December. The district projects saving $90,000 annually in utilities and maintenance costs with repairs and upgrades to heating and ventilation systems.

The original plan had the work finished by September, in time for the start of the 2012-2013 school year. Now, work will last into the winter, but Poolman said labor will be coordinated around school schedules so it won?t interfere with learning.

Funding for the work came from a $600,000 grant from the state Office of the Superintendent of Public Instruction, $152,000 in rebates from utilities company Puget Sound Energy and a $200,000 down payment by the district. The annual savings, school board members hope, will turn into money for teachers? salaries.

State records show?Fenton?was reprimanded by the Colorado Board of Medical Examiners, received a letter of admonition and was required to take a documentation course. Records detailing the discipline were not immediately available Saturday. Neither?Fenton?nor Colorado medical board staff could be reached for comment Saturday.

A University of Colorado spokeswoman said she could not comment on personnel matters, but noted that the discipline would have predatedFenton?s?tenure at the university.?Fenton?completed a residency in psychiatry at the university in 2008 before becoming an assistant professor and medical director of the student mental health service at the university?s Anschutz Medical Campus in Aurora.

Holmes, 24, had been a neuroscience doctoral student at the same school until he began the process of withdrawing in June.

According to 7News, which cited state records,?Fenton?was reprimanded for prescribing medication to herself, her husband and an employee. The medications, prescribed in the late 1990s, included prescriptions for Vicodin, Xanax, Lorazepam andAmbien, according to 7News.

Fenton?was also reprimanded for failing to maintain a medical chart or to enter appropriate entries for the charts relating to herself, her husband or the employee, 7News reported.

As part of the reprimand,?Fenton?had to complete more than 50 hours of medical training and to promise not to prescribe medications to family members or employees, according to 7News.

Fenton, 51, graduated from the University of California, Davis in 1982 and Chicago Medical School in 1986. She completed a residency in physical medicine and rehabilitation at Northwestern University Medical Center in 1990. After working as chief of physical medicine for the U.S. Air Force in San Antonio, as a physician in Aurora, and later as an acupuncturist, she completed a second residency at the University of Colorado, according to a resume on the school?s website that appeared to have been removed late Friday.

Before the movie theater massacre last week, Holmes had been seeing?Fenton?and mailed her a package containing a notebook, according to a motion filed by his public defenders and released Friday.

Holmes is scheduled to appear in court in Centennial, Colo., on Monday morning to face charges in connection with the shooting that killed a dozen people and wounded 58. At the same hearing, District Court Judge William Sylvester is expected to address both a request by Holmes? public defenders for access to evidence, including the package he allegedly sent?Fenton, and a request by more than two dozen media outlets to unseal the case.

Twitter: Data center problems caused outage

(AP) ? Twitter blamed systems failures ? not a crush of traffic around the Olympic games ? for an outage on Thursday that saw people around the world experience problems accessing the micro blogging site for more than an hour.

The San Francisco-based company said the outage was caused by a "noteworthy" double failure in its data centers. When one system fails, a parallel one is meant to take over, but two systems coincidentally stopped working at around the same time, Twitter said.

"I wish I could say that today's outage could be explained by the Olympics or even a cascading bug," Mazen Rawashdeh, VP of engineering, said in a statement apologizing to users. "Instead, it was due to this infrastructural double-whammy."

He apologized for giving its users "zilch" instead of the service, saying the company is "investing aggressively" in its systems to avoid a repeat situation.

Visitors to the site on Thursday were greeted with a half-formed message saying that "Twitter is currently down." The fields where a reason for the outage and a deadline for restoring service were apparently meant to go were filled with computer code.

Sluggishness or outages were reported for more than an hour in countries in the Americas, Europe, Asia, and Africa. Some users were able to post updates through their phones or third-party applications.

Tweets about the Olympic torch, which is wending its way through central London, still poured in, albeit far more slowly than earlier in the day.

When the Olympics open in London on Friday there is expected be an even bigger spike in use of the micro-blogging site.

While the site was affected Thursday, many self-proclaimed "Twitter refugees" flooded Facebook with complaints about Twitter. As usual following outages, "WhileTwitterWasDown" was one of the most-talked about topics on Twitter in the United States. Users cracked jokes about their regained productivity as a result of the downtime ? or going outside to get some sunshine.

Twitter said in March that it has more than 140 million active users and that the service sees 340 million Tweets a day.

It was once notorious for its down times, but has since improved its performance. Still, the sheer popularity of the site ? and its heavy use by up-to-the-second journalists ? mean that even modest outages quickly become news. In June, Twitter experienced problems that lasted about two hours. The company blamed a technical glitch.

Social networking sites are expected o receive an unprecedented surge of activity by sports fans during the Olympics. At the recent UEFA European Football Championship final, users fired off more than 15,000 tweets per second, setting a sports-related record for the site.

Social media users were already complaining about an earlier outage that affected Google's chatting services. The Mountain View, California-based company said Thursday morning that the majority of users were seeing error messages and unable to use its Google Talk service. The issues were resolved five hours later.

Second Story uses Kinect for augmented shopping, tells you exactly how much that doggie is in the window video

Second Story isn't content to leave window shoppers guessing at whether or not they can afford that dress or buy it in mauve. A new project at the creative studio uses the combination of a Kinect for Windows sensor with a Planar LookThru transparent LCD enclosure to provide an augmented reality overlay for whatever passers-by see inside the box. The Microsoft peripheral's face detection keeps the perspective accurate and (hopefully) entrances would-be customers. Coming from an outlet that specializes in bringing this sort of work to corporate clients, the potential for retail use is more than a little obvious, but not exclusive: the creators imagine it also applying to art galleries, museums and anywhere else that some context would come in handy. If it becomes a practical reality, we're looking forward to Second Story's project dissuading us from the occasional impulse luxury purchase.

I took a taxi journey into central London. I usually take the train or Tube because I think they are faster when there are no known problems on the line. Today, with a couple of bags in tow, I had no choice.

It should have taken me 32 minutes, according to a quick online route search.

It didn't.

OK, I knew that figure was a bit optimistic. But I wasn't expecting the driver ? who knows the roads very well ? to get confused by all the new Olympic lanes, end up going a very different route from the one he was expecting. I ended up in the back seat acting as navigator with maps pulled up on my tablet checking which roads were clear.

The result: after 1 1/2 hours in the car and still the wrong side of central London I abandoned the driver to his fate. Bags and all, I jumped out at an underground station and took a delightfully smooth 12-minute journey to my destination and learned a lesson: Stick to what you know and trust your instincts.

GELDOF'S GRUMBLINGS

Not everyone in London is looking forward to the Olympics.

Bob Geldof, the former Boomtown Rats frontman and "Live Aid" charity fund-raiser, confirmed his contrarian reputation when asked at a reception for boxing legend Muhammad Ali if he was excited about the games.

"Nope."

No sport he was excited about?

"The egg and spoon race."

But, Geldof conceded, the games have at least brought much-needed regeneration to a post-industrial swath of east London ? transformed from gritty to green by the 500-acre (200-hectare) Olympic Park.

"That was a pretty crap part of town, no matter what anyone says," Geldof said. "Now it's nice."

A SPANISH OLYMPICS?

As the debt-ridden Spanish government hovers on the brink of needing a sovereign bailout, the country is continuing to pursue a bid for the 2020 Olympics. Spanish sports secretary Miguel Cardenal maintains that Madrid winning the Olympics after two failed bids would help the country's economic recovery.

"The Spanish state is calling for its citizens to tighten its belts to accept the need for a degree of sacrifice and the measures are certainly painful," Cardenal said in London. "But we would nevertheless pursue this project," he said, saying that "this is something that will boost our aspirations to have a sustainable economy."

Bidding again, Cardenal insists Madrid will only spend where "absolutely necessary," but pointed out that much of the infrastructure is already in place.

"All of us will have to be very careful indeed in the way we use public funds," Madrid mayor Ana Botella added.

Missing out on the London Games, which start on Friday, appears to have been good fortune for a Spanish government struggling to keep a handle on its debts. Now there's time for a recovery in the Spanish economy long before 2020.

Madrid is competing against Istanbul and Tokyo. The host of the 2020 Olympics and Paralympic Games will be announced on Sept. 7, 2013 in Buenos Aires, Argentina.

TUBE TRAVEL

British Olympic Association chairman Colin Moynihan is avoiding official cars at the London Olympics and taking the "Tube" from his hotel in the central part of the city to the Olympic site at Stratford.

Moynihan said he made it along the Jubilee subway line to Stratford in 45 minutes Thursday. He also gets a chance to meet and greet fellow travelers and even took the opportunity to ask a journalist traveling near him some questions about how things were going at the main games site.

"I think others who are staying at official hotels in the city would do well to consider public transport," Moynihan says. "It's clearly the best way to go."

THE TORCH APPROACHES ...

Preparations are still under way all around Buckingham Palace for Thursday evening's arrival of the Olympic torch.

Barricades surround the palace and outline the route the torch will travel. The plan is for the runner to enter the gates and hand off to another runner, who will head to Hyde Park.

Guards from the contracted Security Response firm say they've been in place since 1 a.m. and will direct pedestrians until 10 p.m. The streets will be closed at 5 pm in anticipation of the arrival.

There was rehearsal on The Mall, where the theme from "Chariots of Fire" was pumping out of speakers and an announcer was practicing his introduction of Thursday night's runner.

There's still a lot of work to be done, though; most of the flag posts closest to the palace do not yet have their flags.

Britain's Olympics Minister Hugh Robertson and his Australian counterpart, Sports Minister Kate Lundy, have a side bet on which country will win the most gold medals at the Olympics.

The secretary general of the United Nations took a symbolic run through he former Olympic city of Sarajevo before he comes to London to carry the Olympic torch toward the 2012 games.

Ban Ki-moon carried a torch Thursday morning in the Olympic Stadium in Sarajevo, home to the 1984 Winter Olympics ? and years of war and hard times afterward. Ban ran alongside Sarajevo's marathon runner Islam Djugum, who even during Bosnia's 1992-95 war trained daily ? but only after dark, to avoid snipers.

Ban said he saw in Sarajevo a city that has risen from ashes and ruins and is now pulsing with "real life."

It was a midnight Olympic light show ? unexpected and free ? for residents of London's Stratford section.

A technical rehearsal for the opening ceremony wrapped up past midnight with two full minutes of fireworks early Thursday over Olympic Stadium, a spectacular (if loud) treat for the neighborhood that adjoins Olympic Park. On Stratford's High Street, people making their way home stopped, looked up and oohed and ahhed.

Will it offset the expected gridlock they're girding for in their community? Maybe not. But it was a nice late-night gift for those out and about at the late hour.

FIRE AND EMOTION

The most striking thing about the Olympic torch relay is just how touching it is.

Hundreds of people, many families with young children, got up early Thursday to see the torch as it left the north London district of Camden at 6:50 a.m. The good-natured crowd defied security guards' efforts to corral them behind barriers, mobbing the former English rugby star who was the first torchbearer of the day.

Forget the celebrities and the sports stars and the local heroes carrying the torch. The crowd itself was the star.

It was Day 69 of a 70-day journey across the country that culminates in Friday's opening ceremony. It made me wish I still had a 4-year-old I could pop on my shoulders and say, "Look, Kelly ? there's the torch!" Hundreds of family memories were made today.

RISE, SHINE

Up and at it early, and it's easy for an American to be fresh at this hour. Why? Because most pubs in London close between 11 p.m. and midnight ? far earlier than we're used to back in the U.S.

Japan posts record first-half trade deficit

Japan Wednesday posted a record trade deficit of about $37.3 billion in the first half of the year as soaring energy costs weighed on the world's third-largest economy and key European exports slumped.

The finance ministry said the country saw a shortfall of about 2.9 trillion yen ($37.3 billion) in the first six months of 2012.

The huge trade deficit stemmed largely from energy costs, with the resource-poor nation seeing a nearly 50 percent jump in purchases of liquefied natural gas and a 16 percent increase in crude oil, the data showed.

Japan has struggled to meet its energy needs and turned to pricey fossil fuel alternatives after its nuclear reactors were switched off in the wake of last year's atomic crisis at the Fukushima Daiichi plant.

"Japan's trade balance continues to show a trend of weak exports and extreme sensitivity to import prices, such as those of crude oil," RBS Securities chief Japan economist Junko Nishioka told Dow Jones Newswires.

"The crisis in Europe is posing a growing risk to Japan's economic recovery scenario."

Japan's trade surplus with the European Union during the first half was the lowest on record, according to the ministry.

However the month of June alone offered a brighter picture with Japan posting a better-than-expected trade surplus of 61.7 billion yen instead of the market forecast for a 135 billion yen deficit, the official data showed.

It was the first surplus in four months, with the exports of vehicles and auto parts rising, the data showed.

Analysis: Braving crowds, waiting for hours for free medicine in India

CHENNAI, India (Reuters) - For Ramaiyah Venkat, a retired Indian schoolteacher, the two-hour bus journey every three months to get free insulin is worth it even if he has to queue for hours at the dispensary and sometimes gets less than he needs.

Thousands of people like Venkat flock to the huge Rajiv Gandhi General Hospital in Chennai city every day. Chennai is the capital of Tamil Nadu, one of two Indian states offering free medicine for all. The state provides a glimpse of the hurdles India faces as it embarks on a program to extend free drug coverage nationwide.

The Rajiv Gandhi hospital is the most convenient for Venkat. He says he is willing to brave the crowds of patients and their families, many sitting on the hospital floor and some eating food, to see a doctor and then queue to collect his medicine.

"If I have to buy insulin at a chemist's shop, I will have to spend hundreds of rupees. Instead, I prefer to spend a few on my visits," said Venkat after receiving the regular supply of medicine that is essential to treat his diabetes.

This time, he said, he got the full three month dose, but often he has to do with six weeks because of short supplies.

A key challenge to expanding the program is that India's public health system is already underfunded and struggles to meet the needs of 1.2 billion people, 40 percent of whom live below the poverty line of $1.25 a day.

The Tamil Nadu program is popular with poor and working class patients and was opened to all last year after an income eligibility cap was removed, but those seeking treatment often endure lengthy waits and occasional shortages.

To keep costs down, the price the state government pays to pharmaceutical makers is low -- between one-sixth and one-tenth of retail in a country with already rock-bottom prices thanks to a big generic drugs industry.

That means bigger drug firms tend to supply just a few of the higher-priced medicines, while bulk items like paracetamol are supplied by small firms, a state official said.

As a result, stocks can sometimes run out.

India's planned nationwide program has many of the same features, including centralized procurement, an emphasis on cheap generics, a specific list of permitted drugs and distribution limited to government hospitals and clinics.

"The intention seems to be very good but I have my reservations on the implementation part," said Ajay Kumar Sharma, who heads the pharmaceutical and healthcare practice for South Asia and the Middle East at Frost & Sullivan.

"If you plan to use the same machinery to execute this agenda, I think it will falter," Sharma said.

CROWDED HOSPITALS

The Tamil Nadu government says 50 or 60 percent of people in the state use the program, which cost just over 2 billion rupees ($36.27 million) last year.

By comparison, retail drug sales in the state, home to 62 million people, were 54 billion rupees, according to the Tamil Nadu Chemists and Druggists Association. Arul Kumar, general secretary of the industry body, figures only up to 30 percent of the population takes advantage of the free program.

At the Rajiv Gandhi hospital, up to 3,000 in-patients are treated at a time and an additional 12,000 outpatients visit every day, many collecting free medicine.

Crowds fill the corridors and stairwells and spill into the backyard, where the drug distribution counters are located.

"After the ceiling was removed, middle class and upper middle class (patients) surely come to this place, because treatment at private hospitals has become costly," said V. Kanagasabai, dean of the hospital, a seven-storey green-and-white complex in the city center.

"For emergency cases, priority is given ... Ordinary cases may take some time," he said.

Medical treatment can be a luxury in a country where annual public spending on healthcare totals just $4.50. Public health facilities are often overcrowded and understaffed, and many Indians must travel hours to reach one.

India has 9 hospital beds and 6.5 physicians per 10,000 people, according to the World Health Organisation. By comparison, China has 42 beds and 14.2 doctors, while Britain has 33 beds and 27.4 physicians for every 10,000 people.

Those who can afford it tend to choose private health care.

"I prefer my family doctor, whom I trust and who knows my medical history," said Divya Raman, a 27-year-old IT professional from Chennai who said she had not heard of the free drug program.

Across India, just 20 percent of people receiving outpatient treatment do so at a government facility. That rises to 40 percent for in-patient care, according to Sakthivel Selvaraj, a health economist in New Delhi who advises the government.

In the desert state of Rajasthan in northwest India, the other state which offers free medicine, outpatient visits to public hospitals jumped 60 percent and inpatient admissions are up 20 percent since the program was launched last year.

"Right now, the number of doctors and the number of staff has to be increased, but only for the tertiary care (hospital) levels," said Samit Sharma, managing director of Rajasthan Medical Service Corp, which manages the drug program.

'EASIER SAID THAN DONE'

India's new program, to begin by the end of 2012 and roll out nationwide within two years, hopes 52 percent of the population is using free drugs by April 2017. It has budgeted nearly 300 billion rupees ($5.44 billion) to fund it.

The central government, whose subsidies on food, fuel and fertilizers bloat its fiscal deficit, intends to fund 75 percent of the program, with states paying the rest.

States must also build sourcing networks, set up warehouses with cold storage and mechanisms to test drugs made by the roughly 12,000 drugmakers in India, a mammoth task.

"The government would have to ensure that it creates the requisite processes, regulatory framework, quality compliance and the infrastructure to procure and distribute drugs, which is easier said than done," said Ramesh Swaminathan, chief financial officer at Lupin Ltd, a Mumbai generics maker.

Tamil Nadu, one of India's largest states, provides 270 different "essential" drugs from a WHO list and a further 174 speciality drugs. To ensure quality, it has tie-ups with 15 private labs to test procured medicines.

While the nationwide rollout promises big volumes for drugmakers, the focus on generics -- only 5 percent of the nationwide budget can be used for branded drugs, which is bad news for Big Pharma -- means margins are likely to be thin.

In Tamil Nadu, the government pays 95 rupees ($1.72) for 500 tablets of 500 milligrams of metformin, a popular diabetes treatment that would cost $13.60-$22.67 at retail in India, depending on the brand. In Singapore, the same purchase of branded metformin costs $59.30 at a pharmacy run by a cooperative.

At the hospital in Chennai, Mukhtarunnisa, a 52-year-old wearing the black burqa or top-to-toe dress used by Muslim women, said she had been getting outpatient treatment for a heart ailment for five years and had just received her medicine.

"If I buy these medicines from a pharmacy, I spend about 600 rupees a month," she said. "Better I stand here and get it free."

Afridi: Facing India is bigger than the Ashes

Pakistan all-rounder Shahid Afridi has compared the upcoming series between his nation and India to the Ashes, but says the Asian contest is more important to the fans.

It was agreed this week that the countries, bitter enemies on the political spectrum, will contest three ODIs and three T20s in December and January, with all matches being played in India as Pakistan is considered unsafe for touring nations.

Pakistan have not hosted a series since 2009, after a terrorist attack on Sri Lanka's team bus. They usually play their 'home' series in the UAE, but India refused to allow for neutral venues.

Afridi opined: "The series between Pakistan and India is more popular than the Ashes series between Australia and England.

"The matches between Pakistan and India are widely followed and people throughout the world are greatly interested in their matches.

"The pressure is great when we play against India but it is also more thrilling."

Skipper Misbah-ul-Haq added: "It will be a great a spectacle for the cricket fans when the two sides face each other."

Pakistan and India last faced each other in a contest, aside from a World Cup or similar, in 2007, when Pakistan toured India. Ties were severed between the nations following the Mumbai terror attacks in 2008.

Kangaroos coach slams Ziebell AFL ban

North Melbourne AFL coach Brad Scott says Jack Ziebell's suspension is an indictment on the game and could force coaches to tell players that going hard at the ball should no longer be their main focus.

The star midfielder was controversially slapped with a four-game penalty at Tuesday's tribunal hearing after being charged with rough conduct for a head-high clash with Carlton's Aaron Joseph.

"He's devastated. It was a bitterly disappointing day and a really sad day in my mind for AFL football," Scott told reporters on Thursday as the ninth-placed Kangaroos prepared for Sunday's MCG clash with 11th-placed Richmond.

"It strikes at the heart of what this game's about.

"I've never ever seen a player get suspended for making the ball his sole objective, attacking the ball with ferocity, but being punished for the incidental contact that occurred because of that attitude in going for the ball.

"It has been a core fundamental of our game since the game has been invented, that you can attack the ball with ferocity provided you keep your eyes on the ball at all times and you make the ball your sole intention."

Asked if a rule change was necessary, Scott said: "That depends on the groundswell of public opinion as to the way they want the game played."

Scott said the tribunal had ruled Ziebell was contesting the ball.

Ziebell did have a reasonable alternative, which was to wait for Joseph to grab the ball and then tackle him, Scott added.

"To suggest that there's a reasonable alternative is to suggest that those sort of players shouldn't be ... so ferocious in their attack on the ball," Scott said.

"Perhaps we need to re-write the coaching manual. Go back and tell players 'no, it's not about keeping your eyes on the ball and attacking it with ferocity - it's about making sure you don't hurt your opponent'."

Scott said he had heard the argument that if the Ziebell incident was a marking contest, he would have not been suspended.

"It is farcical," Scott said.

Scott said the Kangaroos had counselled Ziebell after his suspension in 2011 for a high bump on St Kilda's Nick Riewoldt.

"We said 'Jack you cannot do that, you cannot line up an opposition player, run past the ball and make him your sole focus'," Scott said.

"He is now saying to me 'I did what you said, I made the ball my sole focus, I attacked it and now I'm not allowed to play for four weeks'.

"That's an indictment, in my view."

The AFL has sent please-explain letters to North's Drew Petrie and Geelong's James Kelly for criticising Ziebell's ban on Twitter.

Fed survey: Growth, hiring slowed in parts of US

(AP) ? The U.S. economy expanded modestly in June and early July, but growth and hiring slowed in several parts of the country, according to a Federal Reserve survey released Wednesday.

The survey said three of the Fed's 12 banking districts ? New York, Philadelphia and Cleveland ? reported weaker growth. A fourth, Richmond, said economic activity was mixed. That's a shift from the Fed's previous survey, which noted that growth had picked up in 10 districts from mid-April through May.

Hiring was "tepid" in most districts in June and early July, according to the survey, officially known as the Beige Book. Retail sales slowed in Boston, Cleveland and New York, and manufacturing weakened in most regions.

One positive sign: All 12 districts reported gains in housing.

The report, which is anecdotal, largely echoed Chairman Ben Bernanke's comments to Congress this week and will form the basis of discussions by the Fed's July 31-Aug. 1 meeting.

Bernanke told lawmakers that growth has weakened from the start of the year and the Fed is prepared to take further action if unemployment stays high. He didn't specify what steps the Fed might take or whether any action was imminent.

Investors are hoping the Fed will launch another round of bond purchases, which seek to lower long-term interest rates and encourage more borrowing and spending.

In his testimony, Bernanke noted that the economy, after growing at a 2.5 percent annual rate in the second half of 2011, slowed to roughly 2 percent from January through March. And it likely weakened further in the April-June period.

Job growth has slumped to an average of 75,000 a month in the April-June quarter from 226,000 a month from January through March. The unemployment rate was stuck in June at 8.2 percent.

Consumers spent less at retail businesses in June for a third straight month, the government said earlier this week.

Look out silicon and magnetic storage, here comes glass. Micron has announced production of the first commercial cellphone phase-change memory (PCM) modules, a type of flash RAM that works by changing a crystal solid to an amorphous state. The 1Gb chips will share a circuit board with 512Mb of standard volatile memory, just enough to go in feature phones for now -- but the company claims it will eventually offer larger modules for smartphone and tablet storage as well. PCM could scale to much faster speeds than conventional NAND flash, since it doesn't require a time-sapping erase before rewriting -- and with read speeds of 400MB/s, it's already into regular flash territory while still just a first generation product. Once the tech gets even quicker, PCM could even replace volatile RAM, allowing more secure storage in case of a power loss and reducing device costs and power usage. That means the glassy new kid could eventually bump silicon-based storage altogether -- ending its 40-year plus reign as king of the memory substrates.
