IRS Inspector General, Darrell Issa Communicated Multiple Times In 2012

WASHINGTON -- For all the outcry over who in the White House knew about an inspector general report detailing instances of the Internal Revenue Service targeting conservative groups, it turns out someone else was getting regular updates on the issue over the past year: Rep. Darrell Issa (R-Calif.).

J. Russell George, a Treasury Department inspector general, testified Tuesday to the Senate Finance Committee that his department was in touch with Issa's office several times in 2012 and this year regarding its IRS investigation.

Here's a transcript of the exchange between George and Sen. Robert Menendez (D-N.J.), a member of the committee:

MENENDEZ: Inspector General, did Chairman Issa send a letter on August 3rd of 2012 to all the inspector generals reminding them that under the Inspector Generals Act, it requires IGs to report particularly flagrant problems to Congress through the agency head within seven days, via what has been known as the seven-day letter? Did you receive that letter? And, if so, did you respond to inform Chairman Isaa of your investigation into the IRS?

GEORGE: Senator, we did receive the letter, and Chairman Issa's committee was the first to actually contact us regarding this matter. And so through the course of engaging the review, on occasion we have had communications with his staff.

MENENDEZ: In 2012?

GEORGE: And since then, yes.

Issa, who chairs the House Oversight and Government Reform Committee, has been one of the administration's chief antagonists. He recently sparred with Attorney General Eric Holder, accusing him of regularly keeping information from Congress.

In a little-noticed interview last week, Issa indicated that he knew "approximately" what the IG would report on the IRS' selective targeting of conservative groups, but said it wasn't appropriate to "accuse the IRS until you've had a nonpartisan, deep look."

Israel strikes Syria, says targeting Hezbollah arms

BEIRUT (Reuters) - Israeli jets devastated Syrian targets near Damascus on Sunday in a heavy overnight air raid that Western and Israeli officials called a new strike on Iranian missiles bound for Lebanon's Hezbollah.

As Syria's two-year-old civil war veered into the potentially atomic arena of Iran's confrontation with Israel and the West over its nuclear program, people were woken in the Syrian capital by explosions that shook the ground like an earthquake and sent pillars of flame high into the night sky.

"Night turned into day," one man told Reuters from his home at Hameh, near one of the targets, the Jamraya military base.

But for all the angry rhetoric in response from Tehran and from the government of Syrian President Bashar al-Assad, it was unclear whether the second such raid in 48 hours would elicit any greater reaction than an Israeli attack in the same area in January, which was followed by little evident change.

The Syrian government accused Israel of effectively helping al Qaeda Islamist "terrorists" and said the strikes "open the door to all possibilities"; but Israeli officials said that, as in January, they were calculating Assad would not pick a fight with a well-armed neighbor while facing defeat at home.

Denying it was weighing in on the rebel side on behalf of Washington - which opposes Assad but is hesitating to intervene - officials said Israel was pursuing its own conflict, not with Syria but with Iran, and was acting to prevent Iran's Hezbollah allies receiving missiles that might strike Tel Aviv if Israel made good on threats to attack Tehran's nuclear program.

What Israel was not doing, they stressed, was getting drawn into a debate that has raged in the United States lately of whether the alleged use of poison gas by Assad's forces should prompt the West finally to give military backing to oust him.

Israel was not taking sides in a civil war that has pitted Assad's government, a dour but mostly toothless adversary for nearly 40 years, against Sunni rebels, some of them Islamist radicals, who might one day turn Syria's armory against the Jewish state.

It is a mark of how two years of killing in which at least 70,000 Syrians have died has not only inflamed a wider, regional confrontation between Shi'ite Muslim Iran and Sunni Arabs, some of them close Western allies, but have also left Israel and Western powers scrambling to reassess where their interests lie.

Egypt, the most populous Arab state and flagship of the 2011 Arab Spring revolts where elected Islamists have replaced a Western-backed autocrat, has no love for Assad. But on Sunday it condemned Israel's air strikes as a breach of international law that "made the situation more complicated".

ROCKETS TARGETED

Israel does not confirm such missions explicitly - a policy it says is intended to avoid provoking reprisals. But an Israeli official told Reuters on condition of anonymity that the strikes were carried out by its forces, as was a raid early on Friday that U.S. President Barack Obama said had been justified.

A Western intelligence source told Reuters: "In last night's attack, as in the previous one, what was attacked were stores of Fateh-110 missiles that were in transit from Iran to Hezbollah."

Prime Minister Benjamin Netanyahu said his aim for Israel was to "guarantee its future" - language he has used to warn of a willingness to attack Iran's nuclear sites, even in defiance of U.S. advice, as well as to deny Hezbollah heavier weapons.

He later flew to China on a scheduled trip, projecting confidence there would be no major escalation - though Israel has reinforced its anti-missile batteries in the north.

Syrian state television said bombing at a military research facility at Jamraya and two other sites caused "many civilian casualties and widespread damage", but it gave no details. The Jamraya compound was also a target for Israel on January 30.

Hezbollah's Al-Manar television showed a flattened building spread over the size of a football pitch, with smoke rising from rubble containing shell fragments. It did not identify it.

Syrian state television quoted a letter from the foreign minister to the United Nations saying: "The blatant Israeli aggression has the aim to provide direct military support to the terrorist groups after they failed to control territory."

Obama defended Israel's right to block "terrorist organizations like Hezbollah" from acquiring weapons after Friday's raid, and a White House spokesman said on Sunday: "The president many times has talked about his view that Israel, as a sovereign government, has the right to take the actions they feel are necessary to protect their people."

It was unclear that Israel had sought U.S. approval for the strikes, although the White House spokesman said: "The close coordination between the Obama administration, the United States of America, is ongoing with the Israeli government."

Obama has in recent years worked to hold back Netanyahu from making good on threats to hit facilities where he says Iran, despite its denials, is working to develop a nuclear weapon.

On Sunday, some Israeli officials highlighted Obama's reluctance to be drawn into new conflict in the Middle East to explain Israel's need for independent action.

Syria restricts access to independent journalists. Its state media said Israeli aircraft struck three places between Damascus and the nearby Lebanese border. The city also lies barely 50 km (30 miles) from Israeli positions on the occupied Golan Heights.

Tehran, which has long backed Assad, whose Alawite minority has religious ties to Shi'ite Islam, denied the attack was on armaments for Lebanon and called for nations to stand firm against Israel. A senior Iranian commander was quoted, however, as saying Syria's armed forces were able to defend themselves without their allies, though Iran could help them with training.

Hezbollah, a Shi'ite movement that says it is defending Lebanon from Israeli aggression, declined immediate comment.

ISRAELI CONCERNS

Analysts say the Fateh-110 could put the Tel Aviv metropolis in range of Hezbollah gunners, 100 km (60 miles) to the north, bolstering the arsenal of a group that fired some 4,000 shorter-range rockets into Israel during a month-long war in 2006.

"What we want is to ensure that inside the Syrian chaos we will not see Hezbollah growing stronger," Israeli lawmaker Tzachi Hanegbi, a confidant of Netanyahu, told Army Radio.

"The world is helplessly looking on at events in Syria, the Americans in particular, and this president in particular," he added of Obama. "He has left Iraq, Afghanistan and has no interest in sending ground troops to Syria ... That is why, as in the past, we are left with our own interests, protecting them with determination and without getting too involved."

Video footage uploaded onto the Internet by Syrian activists showed a series of blasts. One lit up the skyline of Damascus, while another sent up a tower of flames and secondary blasts.

Syrian state news agency SANA said Israeli aircraft struck in three places: northeast of Jamraya; the town of Maysaloun on the Lebanese border; and the nearby Dimas air base.

"The sky was red all night," one man said from Hameh, near Jamraya. "We didn't sleep a single second. The explosions started after midnight and continued through the night."

Central Damascus was quiet on the first day of the working week, and government checkpoints seemed reinforced. Some opposition activists said they were glad strikes might weaken Assad, even if few Syrians have any liking for Israel: "We don't care who did it," Rania al-Midania said in the capital. "We care that those weapons are no longer there to kill us."

(AP) ? Every time the widow of suspected Boston Marathon bomber Tamerlan Tsarnaev leaves her parents' house, federal agents watching the residence follow her in unmarked vehicles.

Federal authorities are placing intense pressure on what they know to be the inner circle of the two bombing suspects, arresting three college buddies of surviving brother Dzhokhar Tsarnaev, and keeping Tamerlan's 24-year-old widow, Katherine Russell, in the public eye with their open surveillance and leaks to media about investigators' focus on her.

Legal experts say it's part of their quest not just to determine whether Russell and the friends are culpable but also to push for as much information as possible regarding whether the bombing suspects had ties to a terrorism network or accomplices working domestically or abroad. A primary goal is to push the widow and friends to give their full cooperation, according to the experts.

David Zlotnick, a professor of law at Roger Williams University and former federal prosecutor in the District of Columbia, said authorities may be tracking Russell closely because they feel she's not being completely honest about all she knows.

"It seems to me they don't believe her yet," he said.

Dzhokhar is in a prison hospital, facing a potential death sentence if convicted of the terrorism plot that authorities allege the 19-year-old and his late 26-year-old brother carried out April 15. Twin pressure cooker bombs detonated near the race's finish line, leaving three people dead and injuring more than 260 others. Tamerlan died in a gunfight with authorities April 19, a day after authorities released photos of the suspects.

Tamerlan's widow has been ensconced at her parents' North Kingstown, R.I., home since then. Much about her remains a mystery, including what she knew or witnessed in the weeks, months and years before the bombings, and what she saw and did in the days after.

It's unclear when Russell last communicated with her husband, but her lawyer, Amato DeLuca, told The Associated Press in an interview last month that the last time she saw him was before she went to work April 18. DeLuca said Tuesday that Russell had met with law enforcement "for many hours over the past week," and would continue to do so in the coming days. He previously told the AP that Russell didn't suspect her husband of anything before the bombings, and nothing seemed amiss in the days after.

Zlotnick said the fact that charges have been brought against the younger brother's three friends from the University of Massachusetts Dartmouth over allegations they covered up for Dzhokhar indicates authorities are willing to go after the widow for similar actions. That puts pressure on Russell to cooperate.

Dias Kadyrbayev and Azamat Tazhayakov, students from Kazakhstan, were charged this week with conspiring to obstruct justice by taking a backpack with fireworks and a laptop from Dzhokhar's dorm room, while Robel Phillipos was charged with lying to investigators about the visit to the dorm room. All three are 19 years old and face the possibility of five or more years in federal prison.

The lawyers for the Kazakh students said their clients had nothing to do with the bombing and were shocked by the crime. Phillipos' attorney, Derege Demissie, said he was accused only of a "misrepresentation."

Nancy Gertner, a former federal judge in Massachusetts and a professor at Harvard Law School, said she believes authorities will try to use the conspiracy charges against the friends to turn them into cooperating witnesses against Dzhokhar. They will also see if the defendants can help them determine if there's a wider plot and a continuing danger for citizens.

"I think it's to find out ... are there other tentacles here?" Gertner said.

A grand jury is likely already hearing testimony against Dzhokhar, said Michael Sullivan, a former U.S. attorney for Massachusetts who also once headed the federal Bureau of Alcohol, Tobacco, Firearms and Explosives. He said investigators will be looking into whether the brothers tested bombs before the attack and asking questions about whom Tamerlan had contact with when he traveled to Russia last year.

Those are some of the things they would also want to know from Russell.

One of investigators' goals right now is "to figure out if she has knowledge of how he became radicalized, who he spoke to, how he may have learned to make the bomb and whether there are others out there who share his views," said Ron Sullivan, a professor and director of Harvard's Criminal Justice Institute.

In addition to threatening her with criminal charges and a potential prison sentence to get what they want from her, Ron Sullivan said authorities can bring social pressure to bear, including leaking information that suggests she isn't being helpful.

"She's the mother of a young daughter. I imagine she does not want to be deemed as a pariah or ostracized by the whole country," he said.

One question that swirls around Russell is what she saw inside the cramped Cambridge apartment she shared with Tamerlan, whom she married in 2010, and their toddler. Two U.S. officials have told the AP that Dzhokhar told investigators the bombs were assembled in that apartment. They spoke on condition of anonymity because they were not authorized to publicly discuss the details of the ongoing investigation.

Robert Clark Corrente, a former U.S. attorney for Rhode Island, said it is unlikely Russell could be prosecuted if she saw a pressure cooker in the home. But if she saw a dozen pressure cookers and several bags of fireworks, that could be a different story.

Her culpability for her actions after the bombings is also a matter of degrees. She could be in trouble if authorities determine she harbored someone or destroyed evidence. But even if Russell communicated with her husband after the release of his photo as the bombing suspect, Corrente said she may not be charged because of the public way it happened.

"I think anybody would be expected to call his or her spouse and say, 'You won't believe what I just saw on TV,'" Corrente said.

The arrests of Dzhokhar's friends and scrutiny of Russell may also have a deterrent effect by demonstrating what happens to people who don't alert authorities if someone close to them is involved in a terror plot, Zlotnick said.

Eugene O'Donnell, a John Jay College of Criminal Justice lecturer and former police officer and assistant district attorney in New York City, said the message from federal authorities is clear: "No stone will be unturned" in their probe.

"I think after 9/11 there's really a kitchen sink approach to national security," he said.

(AP) ? Thousands of people with serious medical problems are in danger of losing coverage under President Barack Obama's health care overhaul because of cost overruns, state officials say.

At risk is the Pre-Existing Condition Insurance Plan, a transition program that's become a lifeline for the so-called "uninsurables" ? people with serious medical conditions who can't get coverage elsewhere. The program helps bridge the gap for those patients until next year, when under the new law insurance companies will be required to accept people regardless of their medical problems.

In a letter this week to Health and Human Services Secretary Kathleen Sebelius, state officials said they were "blindsided" and "very disappointed" by a federal proposal they contend would shift the risk for cost overruns to states in the waning days of the program. About 100,000 people are currently covered.

"We are concerned about what will become of our high risk members' access to this decent and affordable coverage," wrote Michael Keough, chairman of the National Association of State Comprehensive Health Insurance Plans. States and local nonprofits administer the program in 27 states, and the federal government runs the remaining plans.

"We fear...catastrophic disruption of coverage for these vulnerable individuals," added Keough, who runs North Carolina's program. He warned of "large-scale enrollee terminations at this critical transition time."

The crisis is surfacing at a politically awkward time for the Obama administration, which is trying to persuade states to embrace a major expansion of Medicaid under the health care law. One of the main arguments proponents of the expansion are making is that Washington is a reliable financial partner.

The root of the problem is that the federal health care law capped spending on the program at $5 billion, and the money is running out because the beneficiaries turned out to be costlier to care for than expected. Advanced heart disease and cancer are common diagnoses for the group.

Obama did not ask for any additional funding for the program in his latest budget, and a Republican bid to keep the program going by tapping other funds in the health care law failed to win support in the House last week.

Brian Cook, a spokesman for the HHS agency overseeing the health care law, took issue with idea that thousands of people could lose coverage, though he did not elaborate.

"These actions are part of our careful management of the program to ensure that there is a seamless transition...for enrollees, and that funding is spent appropriately," he said in a written statement.

The administration has given the state-based plans until next Wednesday to respond to proposed contract terms for the program's remaining seven months.

Delivered last Friday, the new contract stipulated that states will be reimbursed "up to a ceiling."

"The 'ceiling' part is the issue for us," Keough said in an interview. "They are shifting the risk from the federal government, for a program that has experienced huge cost overruns on a per-member basis, to states. And that's a tall order."

State officials say one likely consequence of the money crunch will be a cost shift to people in the program, resulting in sudden increases in premiums and copayments. Many might just drop out, said Keough.

If a state and HHS can't come to an agreement, the federal government will take over that state's program for the rest of this year. Amie Goldman, director of the Wisconsin program, said that would be an unneeded and possibly risky disruption for patients who'll have to change insurance next year anyway, when the pre-existing conditions plan formally ends.

Goldman said in her state, for example, the University of Wisconsin hospital isn't part of the federal government's provider network. "My colleagues in other states have similar concerns about holes in the network," she said. "I think it puts people at medical risk."

At his news conference this week, Obama acknowledged the rollout of his health care law wouldn't be perfect. There will be "glitches and bumps" he said, and his team is committed to working through them. However, it's unclear how the pre-existing conditions plan could get more money without the cooperation of Republicans in Congress.

The program got off to a slow start, partly because insurance isn't cheap. It offers policies at market rates, and that can mean premiums of $500 a month for someone in their 50s. The first inkling of financial problems came in February, when HHS announced a freeze on new applications.

The plan was intended only as a stopgap until the law's main push to cover the uninsured starts next year. Subsidized private insurance will be available through new state-based markets, as well as an expanded version of Medicaid for low-income people. At the same time, virtually all Americans will be required to carry a policy, or pay a fine.

States are free to accept or reject the Medicaid expansion, and the new problems with the stopgap insurance plan could well have a bearing on their decisions.

Apple's List Of Top Apps Shows Significance Of Mobile Gaming ...

The countdown to Apple's 50 billionth app sold is winding down quickly. In commemoration of this monumental milestone, the tech giant has released two lists showcasing the most downloading apps of all time. Unsurprisingly, entertainment options dominate.

All but four of the top twenty-five paid apps are (largely casual) games. The category also holds six places on the list of free programs. More specifically, the rosters demonstrate the power of the Angry Birds franchise, which holds the top paid spot and a total of five of the fifty slots.

Electronic Arts, who has been making motions to reduce its presence in the mobile and social spaces holds five of fifty spots, but three of those are digital versions of classic board games The Game of Life, Monopoly, and Scrabble. Another belongs to PopCap's Plants vs. Zombies, which was developed prior to EA's acquisition of the studio.

Zynga only holds four spots. Draw Something and Words with Friends appear on both lists. Neither of these titles was developed by Zynga, but instead were the impetus for acquisition of the studios responsible.

Notably missing are Jetpack Joyride from the entertainment side and outstanding memo app Evernote. Also interesting is the presence of Google Maps, which only recently emerged as a separate download after Apple replaced it with their own version.

Samsung's latest smartphone gets the Pentagon's stamp of approval

The Samsung Galaxy S4 has been approved for use on the U.S. Department of Defense's secure networks, Korea's Yonhap news agency reports. The news follows announcements by the DoD indicating plans to open its networks up to Android and iOS-based smart devices by next February.

Samsung has been keen to advance into the secure smartphone market in recent months, a space traditionally dominated by BlackBerry devices. The company's new Samsung Knox security system for BYOD, aimed at enterprise and government customers, is a major part of this push.

In related news, BlackBerry's latest BlackBerry 10 phones and its PlayBook tablet were also approved for DoD use yesterday. The Next Web reports that Apple's iPhone and iPad should gain DoD approval later this month.
