Immigration bill nears critical test

WASHINGTON (AP) ? Senators are preparing to cast the first votes in the full Senate on a landmark bill that offers the best chance in decades to remake the nation's immigration system and offer eventual citizenship to millions.

Ahead of Tuesday afternoon's procedural votes to officially allow debate to move forward, senators were readying amendments on contentious issues including border security, back taxes and health care coverage. Some Republicans said they were seeking to strengthen enforcement provisions so that they could be comfortable voting for the bill. Other GOP measures were already being dismissed by Democrats as attempts to kill the bill by striking at the fragile compromises at its core.

The bill's supporters were working to determine which measures they could accept to lock down more "yes" votes from the GOP side without losing Democratic backing. They are aiming for a resounding show of support from the Democratic-led Senate that could pressure the Republican-led House to act.

President Barack Obama, who's made overhauling immigration laws a top second-term priority, was to speak at a midmorning event with advocates at the White House to praise the Senate's efforts and renew his calls for reform.

The two votes scheduled for Tuesday afternoon were on procedural measures to officially allow debate to move forward on the far-reaching bill. Both votes were expected to succeed by comfortable margins, because even some senators with deep misgivings about the immigration bill said the issue deserved a Senate debate.

The real fights will come in the following days and weeks as Senate Majority Leader Harry Reid, D-Nev., aims to push the bill to final Senate passage before July 4.

Even if that happens, the outlook in the House remains unsettled, but Speaker John Boehner, R-Ohio, has indicated he'd like to see a bill through his chamber before August.

The Senate bill would stiffen border security and require all employers to check their workers' legal status, as well as initiate new or expanded visa programs for high-skilled and lower-skilled workers and the agriculture sector. At its core is its most contentious element, a 13-year path to citizenship for some 11 million immigrants now here illegally.

"Given the impact the broken system has on our economy and our families, we cannot afford delay," Senate Judiciary Chairman Patrick Leahy, D-Vt., said Monday on the Senate floor. "This is a measure the Senate should come together to consider and pass."

"Unfortunately the bill before us repeats our past mistakes," said the Judiciary Committee's top Republican, Sen. Chuck Grassley of Iowa. "Nobody disputes this is a bill that legalizes first and enforces later."

Heated debate is anticipated on the border security elements of the bill. The bill sets up a system wherein immigrants may only begin taking steps toward citizenship once certain border security requirements are met. But opponents say those "triggers" aren't strong enough, and one of the bill's authors, Sen. Marco Rubio, R-Fla., has argued that the border security elements of the bill must be strengthened if it's to make it through Congress.

An amendment announced by Sen. John Cornyn, R-Texas., would require 100 percent monitoring of the entire U.S.-Mexico border and 90 percent of would-be crossers to be stopped or turned back before anyone can get a permanent resident green card. The Senate bill, authored by a bipartisan group of eight senators, also sets those figures as goals, but doesn't make the path to citizenship directly contingent on them.

"It's time for us to adopt real triggers," Cornyn said Monday. He said his measure was "essential to accomplishing the goal of bipartisan immigration reform."

But in an interview over the weekend with Univision, Reid dismissed Cornyn's amendment as a "poison pill."

"If people have suggestions like they did in the Judiciary Committee to change the bill a little bit, I'll be happy to take a look at that," Reid said. "But we're not going to have big changes in this legislation."

It's not likely to be Cornyn's, but supporters of the bill were looking for a border security measure they could support. It could be an amendment pushed by Rubio, who's talked about giving Congress a more direct role in developing a border security plan that the bill now leaves to the Homeland Security Department.

Other disputes will surround amendments being pushed by Sen. Orrin Hatch, R-Utah, to strengthen requirements for payment of back taxes in the bill and require previously illegal immigrants who get green cards under the bill to wait five years before beginning to access benefits under the nation's new health care law.

Broadcom intros a trio of 802.11ac WiFi chips for PCs and set-top boxes

Broadcom chipset

Broadcom has focused most of its 802.11ac WiFi efforts this year on high- and low-end mobile chips. Today, it's swinging that attention back to bigger machinery like PCs and set-top boxes. The company's new BCM4350, BCM43556 and BCM43558 all carry more robust, 2 X 2 MIMO antennas that help them hit 866Mbps speeds and optimize traffic through beamforming. Any differences, Broadcom notes, revolve around everything but the WiFi. The BCM4350 carries a more PC-like set of interfaces that includes Bluetooth 4.0, PCI Express and SDIO 3.0; the BCM43558 drops the PCIe and SDIO in favor of USB 3.0, while the BCM43556 also sheds Bluetooth. Although we don't know which companies plan to use the nimbler wireless technology, it should ship to gadget makers in the second half of this year.

Acer announces Orbe a wireless storage hub for its cloud service

On stage at Acer's press event at Computex 2013 in Taipei, wrapping up a day of new Ultrabooks, tablets and smartphones, it revealed the Orbe, a new storage hub that connects to AcerCloud. You'll be able to tap into 2TB of storage with the curiously-shaped device, which will connect to... yep, Ultrabooks, tablets and smartphones -- something that's particularly useful given the cloud service's relatively recent update allowing any Android or iOS device to connect. Unfortunately we have yet to dig up any more specs on the device, but you can take a closer look at the hardware in our hands-on photos below.

Paris: The best budget hotels in the 12th arrondissement ...

The beautiful Gare de Lyon train station is one of the many attractions of the oft-overlooked 12th arrondissement. Photo: GagarinPost.

The upbeat 12th arrondissement of Paris is in a constant process of reinventing itself and today constitutes one of the city?s most modern districts, with several upscale urban renewal projects to its name. A predominantly business and residential district, the 12th was traditionally regarded as one the less touristy quarters of Paris. Today, however, visitors are coming to this area in increasingly large numbers for varying, but very good, reasons.

Easy to reach

First, the 12th is home to some very important transit hubs for the Metro, the RER and even the TGV. The busy Gare de Lyon and its annex, Gare de Bercy, as well as the Place de la Nation and the iconic Place de la Bastille all play host to swarms of travelers, commuters and tourists on their way to and from Paris and its many sights.

Great dining?

Second, the emergence of numerous affordable quality hotels and the large number of good restaurants and cafes in the peaceful neighborhood provides visitors with very attractive gastronomic and leisure options. And these are only growing as an increasing number of business travelers choose to stay in the 12th.

No shortage of entertainment

Third, various places of great artistic, ?green?, historical, sporting and commercial appeal add some interesting allure to the 12th. For example, the avant-garde Opera Bastille, the Cin?math?que Fran?aise in Bercy; the Mus?e des Arts Forains; the unique combination of the Viaduc des Arts and the Promenade Plant?e; le Bois de Vincennes (the largest public park in Paris); the Palais Omnisport de Bercy; the Bassin de L?Arsenal and the cozy shopping center Bercy Village are all in the radar of locals and visitors alike.

Unique shopping options

The?arrondissement?is also renowned for its specialized commercial quarters that mix modernity with history. These are devoted either to the fabrication or restoration of certain traditional crafts (i.e. furniture at the Faubourg St. Antoine) or to shops selling more contemporary items (i.e. electronics and computer items at Boulevard Diderot and rue de Charenton; hip boutiques at rue de Charonne).

Budget hotel picks

The number of very good affordable hotels in the 12th arrondissement is indeed high and, I believe, deserving of perhaps attention by EuroCheapo?s editors. Here are some of my picks (which I?d encourage the editors to check out for consideration as future ?Editor?s Picks?):

For a property of its quality, the Hotel du Printemps' rates are almost impossible to beat.

Why sharks generate more money alive than dead

Shawn Heinrichs

Shark ecotourism currently generates more than $314 million annually, according to researchers from the University of British Columbia in Canada.

By Denise Chow, Live Science

Sharks that are free to swim around in their natural habitats are a valuable part of tourism around the world, a new study finds, which suggests sharks are worth more in the world's oceans than they are on restaurant menus.

The new research provides evidence of the value of conservation against the rampant killing of sharks for food, said study lead author Andr?s Cisneros-Montemayor, a Ph.D. candidate in the fisheries economics research unit at the University of British Columbia (UBC) in Canada.

A team of scientists pored through data from 70 sites in 45 countries to compare how much money is generated each year by fisheries that fuel the global shark fin trade, and how much is generated by ecotourism, which encompasses all forms of shark-watching activities.

Currently, shark ecotourism brings in $314 million annually worldwide, and this sector is expected to continue growing. Surges in shark tourism are particularly evident in the Caribbean and Australia, the researchers said.

"That figure is projected to double to over $700 million per year within the next 20 years," Cisneros-Montemayor told LiveScience.

In comparison, the landed market value (which refers to the market value of goods on the day they are offloaded from a vessel) of shark fisheries around the globe is $630 million per year, but has been in decline over the past 10 to 15 years, the researchers said. [ On the Brink: A Gallery of Wild Sharks ]

Approximately 38 million sharks are killed each year to meet the demands of the controversial shark fin industry, which uses the fins to make shark fin soup, a dish that is considered a delicacy in some Asian countries. Sharks are often thrown back into the ocean to die after their fins have been removed.

But, there are other important reasons to promote shark conservation beyond economics, Cisneros-Montemayor said. For one, sharks play a vital role in the ecosystem of the oceans.

"Studies have found that if you remove top predators, like sharks, you change the structure of the ecosystem itself," he explained. "This significantly changes the ecosystem, and it puts you in danger of all kinds of bad things happening."

For one, sharks keep the ocean's complex food webs in balance by feeding on aging or slower populations of fish. This keeps fish species lower down on the food chain from becoming too populous, or from overfeeding on their respective prey. Without sharks, this delicate system could collapse, Cisneros-Montemayor explained.Shark conservation efforts are also imperative in order to ensure the health of the species, the researchers said.

"Sharks are slow to mature and produce few offspring," study co-author Rashid Sumaila, director of UBC's Fisheries Center, said in a statement. "The protection of live sharks, especially through dedicated protected areas, can benefit a much wider economic spectrum while helping the species recover."

The results of the study were published Thursday (May 30) in Oryx ? The International Journal of Conservation.
